- Prompt-level guidance only (no programmatic hook) -- relies on Cline reading custom instructions
- `rules.md` contains the instruction to prefix all shell commands with `rtk`, usage examples, and meta commands
- Installed to `.clinerules` (project-local) by `rtk init`
