Replace Prettier with oxfmt for formatting and expand oxlint config with full rule categories, React/TS overrides, and per-app config inheritance. Add husky + lint-staged for pre-commit hooks to incrementally enforce formatting on changed files. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
