RockChinQ 2eebdfe16a ci: add migration test workflow for SQLite and PostgreSQL

Tests alembic upgrade on both databases:
- Stamp baseline on existing schema
- Upgrade to head
- Idempotent re-upgrade
- Fresh DB upgrade from scratch
