feat: implement comprehensive model cache management system
- Add intelligent cache mechanism using stable HuggingFace URLs as keys
- Implement automatic cache cleanup with time-based expiry (7 days) and size limits (500MB)
- Add zero-copy ArrayBuffer transfer to workers using Transferable Objects
- Create cache management UI in popup with statistics and manual controls
- Add background periodic cleanup task (every 24 hours)
- Support both local files (URL) and remote files (cached ArrayBuffer) modes
- Include comprehensive cache metadata management
- Add cache testing tools and detailed documentation
